CLASSIFICATION SPECIFICATION

CLASSIFICATION TITLE:  G.P.D. SERGEANT

PURPOSE OF CLASSIFICATION

The purpose of this classification is to perform security work and provide supervision to assigned shift for Global Protective Division and Investigations, LLC (G.P.D. Enforcement).

ESSENTIAL FUNCTIONS

  • The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Supervise, direct, and evaluate assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Adjust payroll for assigned employees, when necessary; prepares and reviews schedules for employees; conducts roll call of employees present for work/uniform inspections; reviews and recommends approval or disapproval of leave time requests; disseminates all pertinent information such as General Orders, Department notices, personal orders, Division orders, etc., to all employees.
  • Coordinate and assist in the training of employees; provides instruction on safety procedures and departmental policies and procedures; schedules training times to benefit manpower allocations;
  • Administer agility testing when assisting the training and personnel section
  • Review and investigate employees complaints.
  • Transport mental patients to medical facilities.
  • Perform uniform patrol work: issues citations for violations; respond to emergency calls; assist guards; respond to accident scenes; patrols properties; investigates complaints and reports of unusual activity; assists stranded motorists; impounds vehicles.
  • Assist in investigations of crimes: searches homes and buildings for wanted suspects; collects evidence; secure crime scenes; testifie in court; conduct surveillance; interview witnesses and suspects; detain suspected criminals.
  • Prepare and review various reports and documents such as booking reports, vehicle lists, personal property lists, hospital duty rosters, productivity reports, shift activity reports, arrest reports, accident reports, citizen complaint documents, court documents, affidavits, LED sheets, etc.; maintains files and make copies as necessary.
  • Enter various data into the computer system; checks criminal backgrounds and histories; enters and.
  • Answer telephone calls and assists residents with inquiries; respond to residents’ complaints concerning personnel.
  • Oversee inventory of equipment and supplies; order needed equipment and supplies; coordinate maintenance of fleet vehicles and communications equipment; maintain database of repairs and issued equipment and vehicles; oversee the uniform budget; order and issue uniforms.
  • Attend staff meetings and other meetings as required.
  • Recruit potential applicants for employment with the department.

ADDITIONAL FUNCTIONS

  • Inventories equipment locker; ensures vehicles are washed; inspects vehicles and uniforms of assigned employees.
  • Ensure vehicles are sent to the garage for scheduled maintenance.
  • Attend required and optional training conferences to maintain certification as a Maryland Armed Guard,or any other armed certification could be required.
  • Perform other related duties as required.

MINIMUM QUALIFICATIONS

  • High school diploma, supplemented by vocational/;Supervisor from another Agency or high degree of public contact supplemented by one (2) years previous experience and/or training within the G.P.D.’s Office that includes supervisory work.
  • Should hold current rank of Senior Guard III with at least one (1) year in grade with satisfactory completion of probationary period or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must possess and maintain a valid driver’s license.
  • Must possess and maintain valid firearms, and unarmed certifications;
  • Must possess certifications in CPR/AED FIRST AID,OC,MEB, Handcuffing.

CLASSIFICATION TITLE: G.P.D. Guard I

PURPOSE OF CLASSIFICATION

The purpose of this classification is to provide security to the client’s property.

This work is an assigned or rotating shift, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Conducts routine foot or vehicle patrols of assigned area, identify hazards on the clients  property; secure doors found open, issue written warning tickets for lease violation on vehicle found in violations, and take pictures.
  • Process any shift work as well as any criminal trespass notices issued; inform the supervisor or the Officer-in-Charge (OIC) about any incidents that occurs.
  • Respond for calls for service, and investigate any and all incidents that occur on the client’s property.
  • Maintain various documents concerning suspects, employee.
  • Be able to make notification to law enforcement or medical emergency agency for assistance.
  • Answer or direct questions of client.
  • Answer or direct questions of the general public.
  • Being able to monitor security camera system, radio Communication monitoring and traffic monitoring; responds to emergencies.

ADDITIONAL FUNCTIONS

  • Attends required training to obtain certification as an unarmed security guard and to enhance performance, and CPR/AED FIRST AID.
  • Performs clerical duties such as filing, copying, faxing, etc.
  • Performs other related duties as required.

MINIMUM QUALIFICATIONS

  • High school diploma or GED; must have previous experience; or any equivalent.
  • Combination of education, training, and experience which provides the requisite knowledge, skills, and Abilities for this job.
  • Must possess and maintain a valid driver’s license.

Combination of education, training, and experience which provides the requisite knowledge, skills, and Abilities for this job.   Must have a total of 3 year of experience from a another security company or mall or hospital setting

Must possess and maintain a valid driver’s license.

Must meet minimum requirements.

MINIMUM QUALIFICATIONS

  • High school diploma or GED; supplemented by little or no previous experience; or any equivalent
  • Combination of education, training, and experience which provides the requisite knowledge, skills, and Abilities for this job. Must have  3-4 years experience with at least 1 year of experience a supervisor  from prior security company or mall, or in a position with dealings with the general public.
  • Must possess and maintain a valid driver’s license.
  • Must meet minimum requirements.

CLASSIFICATION SPECIFICATION

CLASSIFICATION TITLE: G.P.D ACCOUNTING/Payroll Personnel

PURPOSE OF CLASSIFICATION

The purpose of this classification is to perform technical work in support of assigned accounting programs or financial functions for Global Protective Division and Investigations LLC (G.P.D. Enforcement).  Duties include receiving accounting documents; entering data into automated financial systems, verifying data, and processing transactions.

Positions in this class perform routine account reconciliation and identify needed corrective actions to resolve discrepancies; answer accounting questions; and maintain accounting documents and records.

ESSENTIAL FUNCTIONS

The following duties are normal for this position; however, all functions may not be performed in all departments. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Receives and processes accounting documents for assigned financial/accounting programs. Reviews documents for completeness and accuracy; pairs documents to related information such as matching warrants to bonds, court orders to charged fees, and/or matching payments to other outstanding monies; ensures accurate processing and that correct funds are disbursed to appropriate department/account.

Prepares and distributes employee services requests. Researches and responds to employee complaint forms.

Prepares/calculates financial information such as determining amount to be collected/refunded or disbursed; counts and totals cash/checks received; posts/enters transactions into the financial management system; reviews preliminary reports; verifies data entry’s accuracy; identifies and initiates needed corrective actions; and submits transactions for system processing.

Reconciles/balances assigned accounts; prepares a variety of records, forms, and materials which document and support accounting transactions and program activities.

Prepares financial summaries/reports which reflect daily financial activities and account balances; runs daily reports; copies/distributes reports; establishes and maintains both automated and manual accounting records and files; and performs record retention tasks as dictated by GLOBAL PROTECTIVE DIVISION AND INVESTIGATIONS LLC command staff.

Manages department petty cash/travel expense funds; disburses funds; balances account; and maintains related records.

Receives, processes, and prepares bank deposits;  Receives, reviews, and reconciles supporting documents to daily receipts for, payrolls, child support payments; reconciles/balances assigned accounts; prepares and reconciles reports for receipts and disbursements of monies to other agencies, departments, and offices or accounts.

Receives and processes payments to all accounts by mail, at the window, and interoffice.

ADDITIONAL FUNCTIONS

May provide clerical and/or administrative support to department managers such as preparing correspondence, purchasing materials and supplies, etc.

Performs other related duties as required.

MINIMUM QUALIFICATIONS

High school diploma or GED; supplemented by one (5) year of experience performing technical and/or fiscal control work; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must be CPR/First Aide certified

Section of the Global Protective Division and Investigations LLC (G.P.D. Enforcement); supervises, directs, manages, and oversees all operations of a section of G.P.D. This position is an appointed position at the discretion of the Chief

ESSENTIAL FUNCTIONS

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing

  • Ensures assigned section’s payroll is correctly submitted by employees; ensures time sheets and
  • Schedules for employees are submitted and prepared properly.
  • Coordinates and assists in the training of section employees; provides instruction on safety procedures
  • And departmental and division policies and procedures; schedules training times,
  • Prepares and makes recommendations on the budget; presents budget for review; projects expenditures;
  • Recommends additional personnel and equipment needs.
  • Oversees the daily operations of contracted services and their staff, if within scope of duties assigned;
  • Conducts meetings/uniforms inspections with contracted services representative to insure the services they provide are both efficient and proficient, if within the scope of duties assigned.
  • Prepare requests for proposals for capital expenditures on equipment and maintenance; reviews bids;
  • Prepares recommendations and supporting documentation for selecting/awarding bids; selects and
  • Identifies equipment and products needed for operations of the section; develops action plans/post orders for new client properties and emergencies. Ensure that   all equipment, and vehicles, uniforms and insignias are returned after employment is ended or employee is placed on suspension. Maintains knowledge of state laws as they apply to the section; make contact with the local law enforcement agency before the new contact is started

  • High school diploma or GED, supplemented by vocational/technical training in Basic Law
  • Enforcement; supplemented by five (6) years previous experience and/or training within another agency’s Office that includes law enforcement and supervisory work; should hold current rank of Lieutenant with at least one (2) year in grade with satisfactory completion of probationary period; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must possess and maintain a valid driver’s license. Must possess and maintain valid unarmed /armed guard   firearms certifications.

CLASSIFICATION TITLE:  Dual Position INVESTIGATOR/Guard III

PURPOSE OF CLASSIFICATION

The purpose of this classification is to conduct investigations relating to complaints by the residents, or clients detained subjects, or G.P.D.’s Office personnel. And are assigned to any other special details or investigations required by the Chief or Commander, and the location and arrest of fugitives, and extradition procedures. This position is an appointment at the discretion of the Chief.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical.  Assignment for this classification other duties may be required and assigned.

Serves criminal arrest warrants; searches homes; chases wanted persons; tracks wanted persons; performs daily, if necessary. Prepares a variety of paperwork and documents associated with apprehending, caring for, and processing suspects through the criminal justice system; prepares warrant folders and subpoena records; checks. Conducts undercover investigations and surveillance; collects and documents evidence; conducts interviews with witnesses, and informants; interrogates suspects; obtains written and verbal statements. Enters and retrieves data in computer system; runs criminal and driver histories.

Makes traffic stops on the contracted properties and issues written or verbal warnings; holds road checks; assists lost and stranded motorists; assists narcotics on search warrants; appears in court; carries out court orders; serves temporary protective orders.

Obtains and confirms fugitive warrants; writes warrant applications and fugitive waivers; advises fugitive obtains information from a variety of sources, including Maryland Department of Labor, Social Security Administration, school boards, telephone and utility companies, apartment managers, probation and parole offices, property owners, Interacts with and assists local, state and federal agencies.

Attends meetings and training.

Maintains on-call working status; responds to pager messages, electronic mail, and voice mail.

Attends required and optional training conferences to maintain certification as an Armed Private Investigator and a armed Security guard Officer; attends civic functions when directed.

ADDITIONAL FUNCTIONS

CLASSIFICATION TITLE: LEGAL ADVISOR

PURPOSE OF CLASSIFICATION

The purpose for this position is to provide the Chief and all other Departmental  employees with relevant legal advice as requested.  

ESSENTIAL FUNCTIONS

Provides legal advice, assistance, and/or legal opinions to employees involved in criminal investigations/cases and in personnel matters such as hiring, discipline, and terminations.

Assists with preparation and defense of civil lawsuits brought against the county, department, and/or employees.

Serves as legal liaison to the department by assisting staff in drafting policy proposals, conducting legal research, and providing technical assistance on legal issues affecting the department.

Analyzes federal and state legislation, civil and criminal, and agency regulations; informs the department of changes, additions, impact, and effect of such laws and regulations on police operations and services.

Performs legal research on specific legal issues; assists with ordering legal updates for officers; researches relevant federal and state laws, case law and legal opinions to maintain proficiency and knowledge of current legal matters, trends, and practices.

Facilitates development and writes new departmental policies and procedures; updates, prepares and/or issues current policy, standard operating procedures, selected county ordinances manuals/booklets, and general orders to officers and/or employees.

Conducts orientation classes on standard operating procedures for new officers; assists with preparation and administration of examinations and documentation used to assess personnel for rank promotions.

Assists with preparation and monitoring of various county contracts; works with departmental personnel to return property and evidence no longer needed in cases to its rightful owners – GPD Enforcement.

Responds to questions and requests for information by telephone or in person from citizens and attorneys concerning state laws, county ordinances and departmental policies; assists with responding to open records requests and providing documentation.

Communicates with supervisor, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; reads professional literature; assists with ordering law books for the law library; maintains professional affiliations.

Serves on and/or attends meetings of special panels, boards, and/or committees; provides information on relevant changes in the law; attends seminars, and specialized/update training sessions as appropriate.

Completes, prepares, and/or approves a variety of forms, logs, requests, records, reports, correspondence, and other documents associated with daily responsibilities of this position; reviews, processes, forwards or retains as appropriate; prepares and maintains files and administrative records.

Cooperates with federal, state, and local law enforcement agencies and their officers or representatives.

ADDITIONAL FUNCTIONS

Answers the telephone; provides information, advice and guidance; takes and relays messages and/or direct calls to appropriate personnel; returns calls as necessary; picks up, delivers, orders and distributes supplies as needed.

Substitutes for co-workers in temporary absence of same; performs other administrative tasks as assigned.

Performs other related duties as required.

MINIMUM QUALIFICATIONS

Law Degree required; must be a member of and in good standing with the Georgia Bar Association. Must possess and maintain a valid Georgia driver’s license. May be required to attain and maintain additional certifications.

CLASSIFICATION TITLE: G.P.D.   LIEUTENANT

PURPOSE OF CLASSIFICATION

The purpose of this classification is to perform security work and provide supervision to assigned shift for the Global Protective Division and Investigations LLC.  This position is an appointed position at the discretion of the Chief.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

Prepares payroll for assigned employees; prepares and reviews time sheets and schedules for employees;

Conducts roll call of employees present for work; prepares holiday schedules; approves leave time.

Coordinates and assists in the training of employees; provides instruction on safety procedures and departmental policies and procedures; schedules training times.

Performs uniform patrol work: issues citations for property violations; responds to emergency calls; Assists security guards; responds to scenes; patrols properties contracted; investigates complaints and reports of unusual activity; assists stranded motorists. Assists in investigations of crimes: searches homes and buildings for wanted suspects; secures crime scenes; testifies in court; conducts surveillance; interviews witnesses and suspects.

Maintains security for various accounts located in the assigned area; monitors alarms.

Completes and reviews various reports and documents such as reports, vehicle lists, personal property, productivity reports, shift activity reports, arrest reports, accident reports, citizen complaint documents, court documents, affidavits, etc.; maintains files and make copies as necessary.

Enters various data into the computer system; checks criminal backgrounds and histories; enters and obtains information using G.P.D. database;

Answers telephone call and assists citizens with inquiries; responds to citizen complaints concerning personnel.

Oversees inventory of equipment and supplies; orders needed equipment and supplies.

Assists in the preparation of annual department budgets and the implementation of new or improved programs; assists in the planning and costing of Guard services.

Attend staff meetings and other meetings as required.

Attend mandatory training in order to meet the minimum qualifications required to maintain in this position.

ADDITIONAL FUNCTIONS

Requirements : Attends required training to maintain certification as a Maryland armed security guard, District Of Columbia Special Police Officer , VA  Armed Security Guard. Depending on job assignment, And CPR/AED FIRST AID,OC,MEB, Handcuffing, Maintain valid Driver license.

Officer and to enhance performance; attends civic functions when directed.

Performs other related duties as required.

MINIMUM QUALIFICATIONS

High School Diploma or GED supplemented by vocational/technical training in security or public contact; supplemented by four (5) years previous experience and/or training within the G.P.D.’s Office that includes  and supervisory work; should hold current rank of Sergeant with at least one (3) year in grade with satisfactory completion of probationary period; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license.  Must possess and maintain valid firearms certifications for the assigned area.

The purpose of this classification is to supervise, direct, and oversee the operations of a division within

Global Protective Division and Investigations,LLC (G.P.D.Enforcement. This position is an appointed position at the discretion of the Chief.

ESSENTIAL FUNCTIONS

Assist with getting new clients for Global Protective Division, by meeting with potential clients, pass out flyers, making cold call to potential new clients.

Will be required to work (2) weekend night or overnight shift as a road or shift supervisor.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

Manages the human resource functions including recruiting candidates for employment, interviewing, hiring, allocating human resources, scheduling, providing and participating in training, and conducting physical agility tests; reviews  tests; conducts background checks; reviews and approves payroll.

Prepares and approves written policies and procedures for the division; implements policies and procedures. Prepares and monitors division budget and assists in the preparation of department budget; reviews and approves expenditures; reviews accounts receivable and accounts payable; reviews and makes recommendations on contract process for updates; approves invoices from contractors; established, reviews, and makes recommendations concerning contract negotiations.

Researches changes in case law and local, State and federal laws. Attends, participates, and/or conducts staff meetings; attends committee meetings and other civic functions as required. Respond to complaints from citizens, inmates, and other persons concerning incidents or departmental staff.

Performs general duties as required; testifies in court and provides deposition, oversees the S.E.R.T Team; pursues suspects and offenders; monitors radio and responds to calls for assistance and emergencies.

Attends required and optional training conferences to maintain certification as armed or unarmed security guard and to enhance performance; attends civic functions, when directed.

Prepares, reviews, and approves various reports and documents of the division; dictates and prepares correspondence, memos, reports, etc.; enters various data into the computer system and report writing database.

Researches and coordinates procurement of vehicles and equipment; reviews and approves maintenance of equipment; approves the purchase of new equipment; maintains inventory.

Coordinate programming changes for the division with computer programmers.

Conducts tours of facilities for various groups.

Enforces rules and regulations of Global Protective Division and Investigations LLC, and  of the clients properties;

MINIMUM QUALIFICATIONS

High school diploma or GED supplemented by vocational/technical training; supplemented by six (8) years’ experience and/or training within the G.P.D.’s Office that includes supervisory and law enforcement work; should hold current rank of Captain with at least one (1) year in grade with satisfactory completion of probationary period; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid driver’s license from the DMV area.  Must possess and maintain valid Maryland or District of Columba firearms certifications and an unarmed certifications And CPR/AED FIRST AIDE, OC, MEB, Handcuffing.  Possession of firearms instructor certification is desirable.
